Ngày 08/8/2025, Chính phủ Việt Nam đã ban hành Nghị định số 221/2025/NĐ-CP quy định về việc miễn thị thực có thời hạn cho người nước ngoài thuộc diện đối tượng đặc biệt cần ưu đãi phục vụ phát triển kinh tế - xã hội. Người thuộc diện đặc biệt ưu đãi gồm khách mời của Lãnh đạo Đảng, Nhà nước, các học giả, chuyên gia, nhà đầu tư, người hoạt động trong các lĩnh vực văn hóa, nghệ thuật và các trường hợp đặc biệt khác.
Người được cấp thẻ miễn thị thực đặc biệt (dạng điện tử hoặc thẻ cứng có gắn chip) được miễn thị thực với thời hạn không quá 05 năm, có thể nhập cảnh nhiều lần, tạm trú 90 ngày cho mỗi lần nhập cảnh.
Cơ quan, tổ chức ở Việt Nam gửi thông báo, đề nghị cấp thẻ đến Cơ quan quản lý xuất nhập cảnh Bộ Công an. Nghị định kèm theo tiêu chí cụ thể cho từng nhóm đối tượng, qua đó góp phần thu hút nhân tài, nguồn lực chất lượng cao và các cá nhân có ảnh hưởng tích cực đến Việt Nam, góp phần thúc đẩy tăng trưởng kinh tế - xã hội.

On August 8, 2025, the Government of Vietnam issued Decree No. 221/2025/ND-CP, which regulates the temporary visa exemption for foreigners classified as special subjects who require preferential treatment to serve socio-economic development. These special subjects include guests of the leaders of the Party and the State, scholars, experts, investors, individuals active in the fields of culture and arts, and other special cases.
Individuals granted a special visa exemption card (in electronic format or a hard card with an embedded chip) are exempt from visa requirements for a period not exceeding 05 years. They are permitted multiple entries and can stay for up to 90 days per entry.
Agencies and organizations in Vietnam must send a notice and request for the card issuance to the Immigration Department of the Ministry of Public Security. The Decree is accompanied by specific criteria for each subject group, thereby helping to attract talent, high-quality resources, and individuals with a positive influence on Vietnam, contributing to promoting socio-economic growth.
